December 12-15,2018 Basel Congress Center Basel, Switzerland x | 1. Rough transcript of CGTN video 1/25/2018 INTRO by Liu Xin - other CGTN blockchain video In not too distant future , everything from our banking , supply chain,
legal system accounting, communications nand even government could be redefined- blockchain or distributed ledger tech could
soon give rise to a new era of the internet even more transformational than the current one. Blockchains’; ability to
generate unprecedented opportunities to create and trade values in society will lead to a generation shift in the internet
evolution fro the internet of information to an internet of value There
are wildly different perspectives on the impact of blockchain on economy and society from it being illegal and needing to
be strictly regulated to promising the world’s first truly open society As
a result there is a lot of discussion about this new technology with new stories in the press almost every day but to the
layman it is confusing and difficult to understand – so what actually is blockchain – In this special edition
of the point with liu xin we wil try to find out and to help me do that I am happy to be joined from shanghai by Professor Ma Xiofeng dean of fintech inst of Tongji U and vice chairman of the blockchain
expert community of the china institute of electronics and in the studio Patrick Dye co-founder of the quantum foundation
– a singapore registered blockchain platform Please explain how
blockchain works -------------------------------- Professor Ma: generally my starting point is to explain blockchain as: new generation information infrastructure
– compare with the old infrastructure of the internet which can only transfer information , blockchain can transfrer
digital assets of high value – how? it changes this functionality by dramatically changing decentralised to distributed
information transfer – how? For example 2 users want to transfer an asset from end to end –traditionally this
must go through an authoritative intermediary but with blockchain it does not need this intermediary , it real time broadcast
the information to the whole network so that the whole netork approves this transfer of legal asset –then copy of this
information is stored through all the network nodes LX next can I ask
patrick this question – because a lot of people have been talking about cryptocurrencies and bit coin – what is
the relationship between blockchain and a cryptocurrency like bitcoin Pat;
Blockchain is a great concept with many applications- bitcoin is one successful app based on blockchain but blockchain is
much more – it has the potential to beome infrastructire of society in the future enabling all sorts of small business LX : I understand there are different kinds of platforms . for instance how does someone
choose between a quantum currency and bitcoin Patrick: bitcoin
was a first cryptocurrency developed by the community but after bitcoin we have a lot of other cryptocurrency
and other platforms -some platforms are designed for one purpose –
eg a platform or the internet of things – some other platforms like hyperledger designed for the financial use case,
other platforms quantum or ethereum designed for general purpose so all kinds of applications can be built xli – professor ma- tell us about important factors you see as comprising blockchain Ma: first factor : blockchain can self-organise trust through nodes second
it brings incentive of community building third blockchain builds
peer to peer exchange without an intermediary XLI how revolutionary is
this ? Other tech have been designed to increase efficiency , increase
productivity but blockchain is about society’s relationships – it can generate new modes eg it can be foundation
o the new generation of sharing economy Xl your take on potential disruption
of blockchain Pat – blockchain has potential to be trust infrastructure
of society – right now we have all kinds of infrastructure – water, electricity , other socially critical networks
eg banking system ( including virtual subplatforms ed alipay) – through the blockchain peer to peer exchanges
(are made as low cost and hi trust as possible)– yout trust isn’t dependent on any single intermediary (who charges
for their monopoly role) but the maths of the algorithm X is this
a good thing? Pat – (well it may be the most innovative thing ever,
but its takes time to imagine whats possible) compare this with rev tech of steampower leads to innovations eg cars
- - you need to embrace a new tech to see whats possible L so what are
examples apart from payment Ma – platforms apply to 2 overall categories
: 1 store data info redords like electrponic certificates 2 whole dynamics of a peer to peer exchange includng supply chain management XL various tech giants are working on blockchain Eg tencent recently announced partnership with intel , additionally china union pay filed patent blockchian
based atm network, a media group of electrical appliance manufacturer for mining bitcoin with househild items –
how ready is china for this As China started blockchain early we have
a lot of startups – we still need more training for the new talented people to join the blockchain to build real use
case – but this true worldwide as blockchina is in super-early stage X
to Prof Ma :how do you see the kind of research chain has started in this regard – we know it has been put in china’s
13th5-year plan so it is one of the national priorities Ma
– first ia gree with pat – from tech perspective china is up with other countries but in china gov and regional
gov pushing blockchain tech – eg recently gov has launched new policy to encourage 15 blockchain scenarios www.chinadaily.com.cn › Business

LX well its is a sensitive issue for many governments – Patrick what are
gov solutions to potential disruption Pat – I dont think blockchain
is enemy of gov- in the future the opposite as friends of gov – based on blockchain can make better public services-
in fact blockchain can help gov improve regulation systems – also connect the world economy more efficiently –
explain more how it can assist? As I said earlier every new tech is
disruptive- if you know the theory then you can focus on the advantages of better public services – whole supply chain
network of gov and egov MA –as Patrick said every tech has the
2 opposite sides As far I know from china gov perspective the ministry
of info tech wants to ahead in supporting this technology consulting key players in this technology to enact suitable policy
XL we’ve seen fluctuations in value such as bitcoins extreme fluctuation
Is that the sort of risk we will see often with blockchain app in different industries
Pat – the problem is short term is bubbles caused by people lack of understanding-
(but note most supply chains already distribute more expertise than consuming a cryptocurrency!)-- In long term the tech is natural – there will be good and bad side like there are with any media
– how do celebrate good use case for society is the question? Yes
while most of people buying cryptocurrency have no idea what they are buying that is a big concern XL well its complicated for laymen including me to understand Can
you tell me Prof Ma: how will everyday life e impacted by blockchain- whats the timeline Ma- I am optimistic – its developing faster than any tech including AI and cloud computing
I predict we will see inclusive applications as early as this year
- the whole industry making a hard effort to do this XL- will you let us know which areas to look at Pat
– I think it may take a little longer maybe 3 years for blockchain companies to develop a consumer base… look
for First use in health care and the supply chains Xl another layman
question - how
to start finding out about it and preparing for it?- - ma- blockchain-- people from all backgrounds
can enter into this domain – every kind of industry will need to be involved –eg if media people want to
join they need to understand the basic concept and then staet a company in this industry – eg Patrick only started about
2 years ago but now he’s a world leader – lots lf potential for young people xl pat since you founded foundation what’s your biggest achievement? pat – we started quantum foundation in 2016 – now one of biggest platforms in asia- you are building
what the crowd pushes you that they want – working 16 hours a day to connect peoples demands...........................................................................................................................................................................................................................................................................
